Note mention is this Day:21 perform this all operation east us regain. but not allow create resources in east us regain and recourses in west us regain then i will create vm west us then ssh is not possible though check script and showing error ssh failed please help

You do have to wait a bit before the machine is up. Did you verify that it was up and that the public IP you attached work to get into it?
Same problem, the issue did not resolved
