Unable to create user in AWS console playground

Hi,
I am unable to create user in AWS console, insufficient privileges error occurred while creating.

Could you please provide required privileges to create user

Can you please share the review link for the lab?

If you click the ellipsis next to the REDO button, a dropdown with Ask For Review should appear.
