I have disabled Ublock and Adguard but it didn’t fix the problem. As it is shown in the image, if the internet is not secure player.vimeo.com can’t be used.
It is working for me. Try private/incognito mode.

I have also heard of Vimeo being blocked by some service providers in some countries. I am guessing you are from Vietnam by your name. Perhaps @trung-kodekloud can shed additional light.
