Not able to create a RDS Oracle db in AWS Playground

    Upon creating a EC2 instance in AWS playground, I tried also creating a RDS Oracle DB.
    Upon clicking on create it says - " Access denied to rds:CreateDBInstance

You don’t have permission to rds:CreateDBInstance. To request access, copy the following text and send it to your AWS administrator"

Pls help as what can be the issues.
