Details: I have below when trying to get into the Systems Manager Parameter Store

User: arn:aws:iam::836935222007:user/odl_user_993147 is not authorized to perform: ssm:DescribeParameters on resource: arn:aws:ssm:us-east-1:836935222007:* with an explicit deny in a service control policy
