can we move namespace from one eks clsuter to another without uninstalling and reinstalling helm charts?
There’s no magic command to lift and shift the contents of a namespace, or indeed any resource to a different cluster. It needs to be a properly planned migration, and yes that would mean redeploying charts in the new cluster, and making provision for any persistent storage (databases, filesystems etc) that might need to be migrated with it.
