I am learning to create user and assign them admin access and adding user to admin group. However, I have discovered that I am unable to do these operations. Moreover, root user access is also not provided. In the absence of such access, I do not think that I will be able to perform any such operation. And, practicing Cloud Playgrounds will be useless then.

Certainly root access is not permitted. That would allow users to do anything in the account, including rack up thousands of dollars bill in the time that the lab is active - yes this could be easily done!
There are many restrictions in playground primarily for reasons of cost control - otherwise the subscription cost for pro membership would go up for everyone.
There is nothing to stop you from signing up for your own AWS account. Sign up is free and bills can be zero if you stick to the “free tier” rules when creating things, and remember to always clean up what you create. The playgrounds are designed so that you don’t have to think about those steps.
The service is purchased to lower down the cost and complexities on personal account. The limitations were not described by the Customer Support during the Sales pitch.
And, with such limitations, lot of things cannot be practiced or tested. Really not helpful at all.
