I want to Login as Admin into AWS so that to create users and asasign roles . It displays un authorized error .Please help

You can’t log in as admin to AWS playground. The playgrounds are restricted for a reason. If users had full admin rights, what would stop the playgrounds being abused? It’s entirely possible to spend $10,000+ in a day if unchecked!

so if i want to create users or assign policies would i be able to do with normal user or any other solution . Please suggest.
