I have changed etcd config under /etc/kubernetes/manifests/etcd-config.yaml but when i tried to restart etcd systemctl restart etcd, it is saying etcd service not found

since you changed manifest, means your etcd is a static pod. Once you change its manifest pod is automatically restarted with new parameters by kubelet.
systemctl restart etcd only needed if you etcd service installed as a daemon
