I am unable to create any user in AWS instance and thus it makes AWS completely unusable playground

Hi @karthick.sowndarajan ,
IAM service is not on the allowed services list. Hence you can’t create a new user.
Please check the available services here.
I have forwarded your IAM service request to the team.
