But you are able to access azure cli from both editor terminal as well from the powershell, then the PATH seems to be correct. Do one thing can you try the az command on CMD and in the POWERSHELL, is it working.

Then the problem is not with the PATH i think. Try it over linux vm and check your code if the problem persists or not.
