Exactly it will have effect on all exam attempt after 08/28/2021 00:00:00 UTC (also retakes).

@Hubert Wójtowicz and @Mumshad Mannambeth I think it will take effect from 09/28/2021 i.e. from September 2021 not from August 2021.
