EKS nodegroup : Unable to create create the nodegroup

Details: unable create the Managed node groups with erorr user_861473 is not authorized to perform: eks:createnodegroup

as per document : i have provided the required IAM roles :

Managed node groups
Capacity :On-Demand
t3.medium
25 GB
used only one node - 1
min/max -1
amazon linux AMI

I am new bee to this group.Can you please help me / provide the instructions how add the nodes to compute section with after creating the cluster.

If this already answered with any other community topic , please tag me to the same.
