The exercise asks to create an Ubuntu 22.04 LT virtual machine with size Standard_B1s and it cannot be selected.
Unless the task explicitly says to create in Zone 1, then use Zone 2 instead. The error message suggests there is insufficient capacity for this VM type in Z1 but Z2 is supported (i.e. should work there)
