I see this as well; I’ve ask our engineers to look into this.
I met a similar issue while practicing on the playground. It is not stable. Sometimes, Cloudshell is available, and sometimes it is not. It then states that your account does not have the necessary permission to perform that action. Many practices are followed in the incomplete courses.
Here are some logs for it, and from the issue, it says this is first seen and last seen around 11 days ago.
