personal notes - you get a web based notepad that you can use to take notes. this notepad lives for the duration of the exam, and you are not allowed to copy contents anywhere else.
cheat sheet - sure. you can bookmark this page as well and refer to it when needed.

You will have to a notepad to use during the exam but not access to any personal study notes you made prior to the exam.
You will be allowed to use Bookmarks that you created prior to the exam as long as they point to one of the allowed domains.
