I have asked the AWS admins to review this and your other post.

The issues are coming due to IAM permission issue…
Just wanted to understand what kind of roles could be given to kk_labs_user****
What the kk_labs user can do is governed by the AWS Admins. Currently it cannot do these operations and for reasons set out in the document I linked to above. Like I said, I have asked them to review.
Same issue with creation of RDS instance as well
Express config creates an Aurora database, which we don’t support. Only standard RDS.
