The question specifies where you are expected to create the user. In this case you are expected to create the user on App Server 3 which is stapp03.

You can access the infrastructure details page from the task page as well, there would be a Details of all Users and Servers button on the top right corner. This has been a recurring issue, will try be get a Note section added as task description to point to it.
