And afraid the right question would be, is there any restriction to use sudo instead become root?

There’s no restrictions on becoming root. It is part of the system administrator’s job. The SA is usually the keeper of the root credentials in that the user account given when the operating system is first installed (by the SA) automatically gets sudo access.
